    I have an include page that has all the spring and jstl taglibs defined in it.

    The include page is in the same directory as all my other jsp (spring) files.

    When I use jsp:include to include the include file it doesn't work in that the spring tags are not interpreted such that if I look at the source you will see the spring tags. But if I do the old school include directive it works fine.

    What could be my issue, I am sure it has to do with config problems.

    make sure you have the spring taglib included in your jsp file which you are using in your jsp:include

      I do, because when I use the old style <%@include to include the fragment jsp it works fine, but if I use the jsp:include it fails to translate.

        have you trie flush="true" with jsp:include
